BASF is currently building a new Verbund site in Zhanjiang, Guangdong province. Announced in July 2018 and officially commenced in November 2019, BASF Guangdong Verbund site project would be BASF’s largest investment with up to US$10 billion upon completion and would be operated under the sole responsibility of BASF. The site would ultimately be the third-largest BASF site worldwide, and will be built into a role model for smart manufacturing and sustainable production by utilizing the latest digital technologies and applying the highest safety standards.
Objectives:
- Act as a representative of BASF Golden Island project in Zhanjiang, Guangdong
- Support the reimplementation of category strategies for various Energy and Utility Products - defined here as Natural Gas, Electricity (including renewable-based electricity, and Coal), Water, Steam - and its derivatives products for GI project;
- Following Global Procurement procedures, support the process of Negotiation, implementation and management of complex long-term agreements of Energy and Utilities products, and support "make vs buy" study for GoIden Island project;
- Manage supplier and government / authorities relationships and support the needs of internal business and engineering partners.
- Routinely engage with BASF Golden Island project implementation team and suppliers to ensure reliable and on time supply within project's schedule.
- Report procurement activities related with Golden Island project timely
Main Tasks:
- Lead the sourcing, development & qualification, and vendor management of suppliers to support project on schedule supply with long term reliability and best cost, following procedure and the category strategies;
- Act as interface to get approval for all authorized actions
- Familiarity of the following aspects is highly desirable, especially for the Natural Gas, (renewable) Electricity, Water, Steam, bulk Industry gas and Coal in Zhanjiang and Guangdong province:
- Technical: Familiarity with the technical / operational set-up for Natural Gas, Electricity (including renewable-based electricity), Industry water and Coal - including its downstream value chain.
- Commercial: Ability to develop relevant cost-based and/or market-based pricing mechanisms, depending on the products, including quantification of both fixed and variable costs and other contractual arrangements such as to achieve the best Total Cost of Ownership.
- Contractual: Develop & negotiate relevant contractual clauses to achieve results that protect required and ensure the best interests of BASF.
- Market development: Awareness of current regulatory framework, and also understanding of the current development (e.g. Market Reform planned by the government) and how to best position BASF for the future, which may also include providing support for advocacy and discussion with the relevant stakeholders.
- Participate in highly complex negotiations, as part of a team, to ensure the most competitive supply for BASF in the energy and utility products. Provide support and participate for "make vs. buy" (esp. for downstream products) and/or "supply chain options - e.g. LNG vs. direct pipeline supply"
- Analyze complex contracts and supply setups to propose cost effective and sustainable supply arrangements (such as for the supply of steam, which typically is deeply integrated into the workings of Golden Island project)
- Work closely with all BASF teams, business units and global procurement network to develop and implement sourcing strategies for energy & utility products
- Management of supplier relationships as well as management of daily procurement tasks to ensure the supply of energy & utility products material are available for the day-to-day operation, such as validate monthly invoices, approving purchase orders and trouble shooting.
Requirements:
- Bachelor degree in economics or engineering
- Have min. 10 years' working experience in renewable energy (mainly wind and solar) relevant area
- Good negotiation skills, can quickly familiarize oneself with complex issues
- Be enthusiastic about new ideas and be curious about Energy related topics
- Strong communication and coordination skills
- Good in English
